OCC Supports Canada’s Decision To Join Trans-Pacific Partnership
The Ontario Chamber of Commerce supports the federal government’s decision to apply for membership to the Trans-Pacific Partnership (TPP). OCC Calls For Canadian Exemption To Buy American Plan
The Ontario Chamber of Commerce (OCC) supports the Canadian government in its efforts to ensure the Buy American provision in the American Jobs Act does not negatively impact Canadian businesses. On September 8th U.S President Barack Obama introduced the $450 billion American Jobs Act to stimulate job growth and economic recovery. Section 4 of the bill, referred to as the Buy American clause, stipulates that all public projects funded by the stimulus use only American produced iron, steel and manufactured goods. Foreign substitutes for American-made products would only be allowed if the American content drove up the cost of a project by 25 percent or if the goods needed for the project are not manufactured or available in the U.S.

Major Crisis Of Confidence Grips The Global Economy

GTA Businesses Deliver Unified Call For New Investment In Transportation
Greater Toronto Area (GTA) businesses are calling for new investment in transportation infrastructure as their top priority for Ontario’s next government. Joint Review Panel Releases Recommendation On OPG's Darlington New Nuclear Project
OPG has just received the Joint Review Panel's report on the Darlington New Nuclear Project Environmental Assessment and License to Prepare Site application. OPG is pleased the Panel has arrived at the same conclusion as OPG, that the project is not expected to result in any significant adverse environmental effects, given mitigation.
OPG is proud of the extensive work and thorough studies undertaken since 2006. It reflects the work of many OPG staff, plus their key stakeholders in the community. OPG appreciates the ongoing support and participation in the Joint Review Panel hearings by many of their community, business and industry partners.
This is a major milestone—a first in Canadian nuclear history. It also puts them one step closer to moving forward with the Darlington New Nuclear Project.
The proposed Darlington New Nuclear Project involves the construction and operation of new nuclear power reactors and associated facilities, at OPG's existing Darlington Nuclear site in the Municipality of Clarington. The project will provide up to 60 years of base load electricity for the people of Ontario. It will be one of the largest capital infrastructure projects in Canada, creating significant benefits for many years, including employment, business and supplier opportunities and increased municipal revenues.
OPG will now undertake a thorough review of the Panel's report and work with their partners on any mitigations required.

The Enabling Accessibility Fund (EAF) supports community-based projects across Canada that improve accessibility, remove barriers, and enable Canadians with disabilities to participate in and contribute to their communities. Organizations may apply for funding only when there is an open Call for Proposals. So apply now—deadline is September 23, 2011.
The Small Project Component of the Enabling Accessibility Fund provides grants of up to $50,000 per project to improve the built environment through renovation, construction and retrofitting of buildings; modification of vehicles for community use; and through the provision of accessible information and communication technologies.

National Basketball League Of Canada Comes To Oshawa
At a press conference held August 8th at the General Motors Centre the National Basketball League of Canada announced that the City of Oshawa, has been formally accepted as the first expansion team to join the league in its inaugural season. Oshawa joins teams from London, Halifax, Saint John and Moncton (NB), Quebec City, and PEI in the NBL for the 2011-12 season.
In early August the team held an online contest to allow those interested in the City to submit a name for Oshawa’s first‐ever professional basketball team. The team name is OSHAWA POWER!

New Medical Helicopter Base Lands In Oshawa
Ornge, the provider of transport medicine services for Ontario, is pleased to announce the opening of a new satellite medical helicopter base at the Oshawa Municipal Airport later this year. Government To Announce Sale Of AECL
The Harper government is set to announce the sale of Atomic Energy of Canada Ltd. to Montreal-based engineering firm SNC-Lavalin Group, a major gamble that Canada’s nuclear program can stand on its own amid growing global resistance to nuclear energy.
The sale completes the Conservative government’s long-held plan to get out of the nuclear-energy business, which has been a drain on federal resources. AECL has had billions of dollars of government support and faced major cost overruns at key projects in recent years while failing to find an international partner in sale talks.

Ontario Nuclear Safety: Reflecting On Events In Japan by Tom Mitchell President and CEO of Ontario Power Generation
As we in Ontario have watched the images in Japan from the earthquake and tsunami, the damage to some of its nuclear power plants has been a major cause for concern. For many of us, among the first questions asked were: “Could similar events happen here? In Ontario? In the Greater Toronto Area?” The short answer is, “No.”

Let me give you the reasons. When I say that similar nuclear emergencies could not happen here, I am not writing with a sense of complacency. Safe operations and emergency preparedness are a priority at Ontario Power Generation. Along with other nuclear operators in the world, we will closely examine the Japanese experience to learn how we can make our operations even safer.
It is important to note some basic differences between the conditions in Japan and those of Ontario’s 16 operating nuclear reactors.

Japan Has Suffered The Largest Earthquake In Its Recorded History
A message from Ontario Power Generation - Japan has suffered the largest earthquake in its recorded history, followed by massive flooding. As the images and news reports continue to emerge, people around the world are shocked and saddened by the magnitude of devastation and human loss. Ontario Power Generation and its employees send our thoughts and prayers to the people of Japan and to their relatives in Canada.
The unprecedented sequence of natural events also triggered an emergency at the Fukushima Daiichi Nuclear Power Station. Other nuclear generating stations in the area have been shut down.
OPG continues to monitor the situation through the Canadian Nuclear Safety Commission and international nuclear safety organizations such as the World Association of Nuclear Operators. As verified information becomes available, OPG and the Canadian nuclear industry will analyze it and take appropriate action, consistent with our commitment to safety and continuous learning.

New Timetable For Hwy. 407 Extension To Harmony Road
As part of the government’s Open Ontario plan to create jobs and strengthen the economy, the Minister of Transportation announced on Thursday March 10, 2011, the extension of Highway 407 East is to be extended to Harmony Road in Oshawa by 2015, and then to Highway 35/115 by 2020 helping to relieve highway congestion and create about 13,000 jobs in the first phase alone.
“The Greater Oshawa Chamber of Commerce has been an active member of the Highway 407 Community Advisory Committee since the fall of 2002 and today’s announcement is great news,” stated Cris Douglas, President of the Chamber. Adding that “in recent months the issue had become extremely politicized and in a recent letter to the Premier, the Chamber felt we needed to ratchet down the political rhetoric, bring all stakeholders together to find an acceptable alternative, set out firm timelines and commitments for the extension past Oshawa to 35/115.”

UOIT Announces New President
February 11, 2011—Dr. Tim McTiernan will be the third president and vice-chancellor of the University of Ontario Institute of Technology (UOIT), effective July 1, 2011. Dr. McTiernan, currently a senior administrator at the University of Toronto, replaces President Ronald Bordessa who completes his term on June 30.

Investment In Nuclear Energy Essential - But Lacks Details!
The Greater Oshawa Chamber of Commerce (GOCC) has long advocated for an adequate, stable and reliable supply of electricity for Ontario’s businesses. Major Improvements Coming To Durham’s VIA Rail Service
Durham’s VIA Rail service is on track to receive major improvements as part of VIA’s Corridor Improvement Program—the largest-ever improvement and investment program in the 153-year history of passenger rail service in the Montreal-Ottawa-Toronto triangle. The project is part of a major investment by the Government of Canada in passenger rail renewal and expansion. The construction project will create new jobs, providing a stimulus to the economy, while also allowing VIA to provide better passenger rail service to Durham Region.

Canadian Chamber of Commerce Report Proposed Increase To EI Premiums: A Burden On Business
The Canadian Chamber wrote to Minister Flaherty to express its deep concern over reports that the government may be called upon to permit the maximum allowable increase to Employment Insurance (EI) premiums—15 cents/$100 for employees and 21 cents/$100 for employers—to come into effect in January 2011 after a two-year freeze. Such an increase would have significant negative implications for the 420 chambers of commerce and boards of trade across Canada that are members of the Canadian Chamber network and for the 192,000 businesses they represent.

Provincial Energy Minister Officially Opens UOIT’s Clean Energy Research Laboratory Multi-million dollar lab unlike any other in the world
The University of Ontario Institute of Technology (UOIT) officially opened a new cutting-edge laboratory that will pioneer clean energy research and potentially uncover major solutions to the problem of climate change.
With the Honourable Brad Duguid, Ontario Minister of Energy at the podium, UOIT officially opened its highly-anticipated Clean Energy Research Laboratory (CERL) at its north Oshawa campus. CERL is home to the first lab-scale demonstration of a copper-chlorine cycle for thermochemical water splitting and nuclear hydrogen production. The mission of CERL is to develop clean energy technologies and move them from laboratory to commercial and industrial application.

Workplace Violence Law Comes Into Effect June 15, 2010
Workplaces with more than five regular employees will be required by June 15, 2010 to have all the necessary policies, programs, measures and procedures in place in order to be in compliance with the recent amendments made to the Ministry of Labour’s Occupational Health and Safety Act (Bill 168-Violence in the Workplace).
The Ontario Government has released a "How To" Tool Kit, which is a template guide to help businesses comply with new requirements relating to workplace violence and harassment.

Record Sales in April for Durham Housing Market
Durham Region Association of REALTORS® reported a record 1,185 sales of single family homes in Durham Region during the month of April through the Multiple Listing Service® (MLS®), representing a 41 percent increase compared to April 2009.
Comparably, the number of available listings also continued to rise, offering a total of 2,426 resale homes for sale during April, 14 percent more than March 2010.
“The trend across all of the GTA, including Durham, is that listings continue to increase as sellers recognize the strong sales and price growth within the housing market,” explained Dierdre Mullen, President of the Durham Region Association of REALTORS®. “Buyers are responding by taking advantage of the great housing selection in addition to the opportunity for ownership at affordable prices.”
The Average resale home price in April was $304,436, up 13 percent from the $269,596 reported in April 2009.
“Although home sales will remain strong, higher borrowing costs, more sustainable rates of annual price growth and more balanced market conditions in general are the forecast for the remainder of 2010.”

 Buy American Rules
The US Office of Management and Budget has just released the regulations pertaining to the Buy American deal that was reached in February. It is important that Canadian companies who are selling into U.S. markets impacted by the Buy American restrictions understand these rules and share them with their customers. Documentation is available which outlines how the regulations are to be applied and may be useful for Canadian firms who find procurement officers that lack an understanding of the new exceptions for Canadian goods.
 Canadian Chamber of Commerce Comments On Federal Budget
The Canadian Chamber of Commerce and its members said they expected three things from the government in its Budget: that it would stay the course on the recovery plan; lay out a strategy to return to balanced budgets over the medium-term; and focus on how to make Canada more competitive in the international marketplace. We are delighted the government delivered on all three.
Our members said they wanted the government to commit to an agenda to advance a more innovative and competitive economy. The government did so in the Speech from the Throne. The government also committed to continue to increase and diversify our international trade, fight protectionist measures and promote a more open and integrated global economy. These are also priorities for our members. They look forward to the government’s action plan for a digital economic strategy, further implementation of the Competition Policy Review Panel’s recommendations and offering stronger protection to Canadian companies to protect their intellectual property rights, all of which were highlighted as priorities for the government.

Durham Poised To Lead On Federal Throne Speech Initiatives DSEA readies for nuclear ramp up and other energy opportunities
The first week of March was a good week for Durham Strategic Energy Alliance (DSEA) members with positive comments on the energy file coming from both the provincial and the federal government.
DSEA members are eager to take a lead role in the federal and provincial governments’ energy-focussed agendas. And an appearance in Durham on Monday, March 1, 2010 by the provincial Energy and Infrastructure Minister, followed Wednesday March 3rd by an energy-friendly federal throne speech came as good news.
“Durham is poised to lead a Canadian nuclear industry that can supply clean, reliable electricity, not just here at home but worldwide,” said Regional Chairman Roger Anderson. “Our Region has the expertise to build new nuclear units on the Darlington site and to drive the refurbishment project at the current Darlington station. We have the ability to take it far beyond that. We can create a nuclear industry led by Durham that won’t just supply demand here at home but will power the many countries using nuclear energy as an alternative to fossil fuels,” he said.

Nuclear Trade Mission To China
The Ontario Chamber of Commerce (OCC), in collaboration with the Organization of CANDU Industries (OCI), and Atomic Energy of Canada limited (AECL) invites you to participate in a nuclear trade mission to China from March 22 to March 31. This trade mission will give 10 companies the opportunity to get an up close, first-hand experience into the Chinese nuclear market.
Beginning in Beijing, delegates attend the 10th annual China International Nuclear Industry Exhibition (NIC) and will be provided with Presenting Status. Companies will be able to display brochures and product information as well as attend the technical seminars organized by AECL. From Beijing, the mission moves to Shanghai for site visits at nuclear power plants and additional meetings. Overall, mission delegates will have the opportunity to meet with businesses, industry and government officials, to make those connections and gain current market intelligence that their business needs.

The agreement announced on February 5 between Canada and the United States on ‘Buy American’ provisions represents an important step forward, putting Canadian companies in a better position to benefit from remaining U.S. infrastructure stimulus funding and have established a mechanism for negotiating further access to US markets. This means we are now in a stronger position compared with our main competitors.

Is Your Business Accessible?
Ontario's Accessible Customer Service Standard is now law. The Accessibility Standards for Customer Service became law on January 1, 2008. All businesses or organizations that provide goods or services to the public or to other third parties in Ontario, with at least one employee, are legally required to comply with the requirements of the standard. Public organizations were required to comply by January 1st this year. All other organizations—including small business—have until January 1, 2012. Start preparing now.

Economic Outlook 2010: On The Road To Recovery
As 2009 comes to a close, the global economy has turned a corner on the road to recovery. A wide range of indicators point to improving conditions—global trade volume has stabilized, share prices have rebounded, commodity price indices are trending up, and consumer and business confidence is gradually returning worldwide. “While important progress has been made, the outlook for global growth remains subject to considerable uncertainty,” says Canadian Chamber President and CEO Perrin Beatty. “Premature withdrawal of stimulus measures would stall recovery, endanger confidence, and put jobs at risk.”

Mandatory Internet Filing For Business
Mandatory Internet filing is a new filing requirement that applies to certain corporations with annual gross revenues that exceed $1 million and information return filers who file over 50 information slips. Mandatory Internet filing was proposed in the federal government's 2009 budget and is intended to increase the efficiency of government while improving service and value to taxpayers.

Energy Issues Addressed By Durham Region Groups With Canadian Chamber Of Commerce
In late November, representatives from Durham Region groups, including Durham College, UOIT, Durham Strategic Energy Alliance, Organization of CANDU Industries, Greater Oshawa Chamber of Commerce, and the Durham Economic Prosperity Conference met with representatives of the Canadian Chamber of Commerce to discuss Canada’s energy future.
The meeting, organized by the Greater Oshawa Chamber of Commerce, and also attended by representatives of Durham Region and the Greater Toronto Marketing Alliance, was the first in a series of meetings to be held across Canada, by the Canadian Chamber of Commerce (CCC) in conjunction with the CCC’s policy paper entitled “Powering up Canadian prosperity—Realizing the energy sector’s potential and ensuring continued access to a stable, secure, clean and flexible supply of affordable energy—A call by the Canadian Chamber of Commerce for a Canadian Sustainable Energy Strategy”.

Small Business Week saw the launch of the new Canada Business Network website (www.canadabusiness.ca).

Canada Small Business Financing Program
Small businesses are an important part of Canada’s economy, but they face unique challenges when seeking financing. Here’s a program that members should know about: the Canada Small Business Financing Program. This program makes it easier for small businesses to obtain loans from financial institutions by sharing the risks with lenders.
Eligibility includes small businesses operating for profit in Canada with gross annual revenues of $5 million or less. Farming businesses, not-for-profit organizations, or charitable and religious organizations are not eligible under this program. Loans can be used to finance up to 90% of the cost of: purchasing or improving land, real property or immovables; purchasing leasehold improvements or improving leased property; or purchasing or improving new or used equipment.
Financing is available up to a maximum of $500,000 for any one business, of which no more than $350,000 can be used for purchasing leasehold improvements or improving leased property and purchasing or improving new or used equipment.
Financial institutions deliver the program and make all credit decisions. Small businesses must visit their local bank, credit union or caisse populaire to obtain a loan under the program.

H1N1 Reinforces Need For Pandemic Planning
The Ontario Chamber of Commerce is reminding businesses throughout Ontario to be vigilant in protecting their operations and employees from possible effects of a global flu pandemic, by issuing an updated Pandemic Planning Tool Kit.
Businesses should start planning how to maintain critical operations, manage supply disruptions and handle employees who need to stay home and take care of themselves or sick family members during a widespread emergency like a flu pandemic. A national survey demonstrates that half of all companies surveyed have no pandemic plan.

Impressive Sales Growth For Durham Region
The Durham Region Association of REALTORS® reported their third best year in sales in the Association’s history. Statistics show 9162 sales of single family homes in 2009, a 7% increase over 8563 in 2008 with the highest year being 2007 with 9978 sales. Sales for the month of December came in down 27% from November. Year over year average prices gained by 1.8% to $278,246 from $273,370 in 2008 even though the average price of a home in Durham Region in December was $286,724.The total number of active listings continued to drop in 2009 to 15109, 18.6% lower than the18570 in 2008.
“The resale housing market was slow at the beginning of the year but kept building to record sales in July, September, October and December,” commented DRAR President Dierdre Mullen. “I predict that 2010 will be a positive year for real estate sales and we should see moderate growth in this important sector of our economy.”

Ontario Chamber Encourages Business To Comment On Proposed Accessibility Rules
Ontario is the first jurisdiction in Canada to develop province-wide, enforceable accessibility standards. The proposed accessible built environment standard is the fifth standard to be released for public review. The provincial government's proposed rules governing how businesses and organizations in Ontario prevent and remove barriers for people with disabilities, in their physical surroundings, are now available for comment.
